Lake Monticello's neighborhoods were developed in multiple phases over several decades, and the base quality under older driveways varies widely. Some 1970s and 1980s-era driveways were built on poorly compacted fill that has been slowly settling ever since. Newer construction around Palmyra and the Route 250 growth corridor sometimes has the opposite problem: builder fill placed for speed rather than compaction that fails in the first winter. Fluvanna's Piedmont clay also runs cold and wet in January and February — 35–40 freeze-thaw cycles per year is enough to crack any base with hidden soft spots.
